Program Phases
Annual Registration and Compliance: Since October 2023, all heavy vehicle owners must register their vehicles in CARB's database and pay an annual compliance fee per vehicle by December 31, 2023. This registration is essential to legally operate in California starting January 2024.
Remote Emissions Monitoring: Since January 2023, CARB has been using remote emissions monitoring devices (REMD) to identify vehicles with high emissions. If your vehicle is identified, you'll receive a Notice to Test (NST) and must make necessary repairs and pass an emissions test within 30 days.
